MISSION STATEMENT


GISL exists to promote the discipline and value of librarianship in Georgia, to provide leadership and mentoring, and to strengthen professional ties between independent schools on both a statewide and a national level. We support our colleagues through the sharing of professional knowledge and ideas, information, and experiences related to all aspects of this discipline.

Georgia Independent School Librarians Bylaws

I Name: Georgia Independent School Librarians

II Purpose:
A) GISL was formed to provide librarians and media specialists a network and forum for learning and sharing ideas.
B) Members meet at least three times a year with different schools hosting. The Program Coordinator and other officers decide what should be program topics for the year.

III Membership Information:
A) Membership is open to any independent school library professional in Georgia, either currently working or retired. Other interested parties should contact the current GISL president for information. Upon review, the current board of officers will bring a recommendation on the applicant for a vote to the full membership body at the next meeting.
B) Annual dues are $15 per member and should be paid by the first quarterly meeting. Dues are collected to cover but not limited to such expenses as: copying and mailing costs, refreshment expenses incurred by a hosting school; speaker fees, a sunshine fund for members, honorariums for retiring members, and other incidental operating expenses.

IV Monetary Disbursements:
A) The cost of refreshments and other expenses can be reimbursed to each hosting school up to $300 per meeting. If reimbursement is not desired, funds will be kept in the general operating fund.
B) The Honorarium/Memorial Fund will be used to honor a member, send a memorial to a family member in case of a member’s death, and send flowers or a gift to members who are seriously ill or injured. These decisions may be voted on by membership or may be decided by the Treasurer, President, and one other officer on behalf of the membership. A $25 to $50 amount is appropriate and will be determined by available funds and other factors deemed pertinent.
C) Other expenses: Other expenses will be paid as deemed appropriate by the Treasurer, President, and one other officer.

V Officers and Committees:
A) The Board will consist of up to ten members:
1) Four elected officials (President, Program Coordinator, Treasurer and Secretary)
2) Up to Six de facto Board Members (Listserv Coordinator, Webmaster, Visiting Author Coordinator, GLMA Liaison and two previous Past Presidents)
B) The President will preside over meetings, supervise officers and committees, represent the organization, appoint committees, and steer the organization.
C) The Secretary will provide sign in sheets and keep attendance information at each meeting; will write minutes for each regular GISL meeting and post them on the listserv; will write thank you notes to host schools, presenters, and handle other correspondence as required.
1) At committee meetings, a committee member should be appointed to act as secretary.
D) The Treasurer will collect dues, report finances to membership, keep records of finances, pay bills as needed, and make recommendations regarding amount of dues, budget, and other financial matters.
1) The Treasurer, President, and one other officer may make decisions regarding expenditures on behalf of the members.
2) An annual treasury report will be presented at each fall meeting.
E) The Program Coordinator will schedule three quarterly programs of interest to GISL members. The Program Coordinator may solicit program suggestions from members and will work with the President and Host School in arranging the logistics of each meeting. The Program Coordinator position precedes the President's position.
F) The Listserv Coordinator monitors the listserv, adding and deleting members as needed.
G) The Webmaster maintains the GISL online presence.
H) The Visiting Author Coordinator tracks local author visits and posts to the listserv upcoming or possible author visits so members can take advantage of group bookings.
I) The GLMA Liaison is responsible for staying abreast of GLMA meetings and issues and attending COMO when possible.
J) Committees can be formed for short-term purposes deemed necessary by the President and or a majority vote by the members.
K) In order to ensure continuity, each officer is to maintain a notebook to be passed on to the next officer.
L) Attendance of Officers at Officer Meetings and GISL Meetings is mandatory (except for absences due to unforeseen circumstances)
M) Election of Officers:
1) The President may appoint a nominating committee, or volunteers may be solicited for offices or for a nominating committee.
2) The election is held during the third quarter meeting. A slate of officers with school and phone numbers will be posted to the listserv/Wiki following the election.
3) Each officer serves a one-year term, but may serve additional years if willing.
4) No officer (excluding the Treasurer and de facto Board Members) may hold the same position for more than five consecutive years.

VI Bylaws
A) Each member will be offered a copy of the bylaws at the first quarterly meeting of the academic year. By-laws will be posted on the GISL website.
B) When bylaws are changed, each member can download a copy of the amended bylaws from the website.
C) Bylaws may be amended by presenting the proposed changes in a quarterly meeting with members voting to adopt changes if at least eight members are present.
